The Council of Health Trade Unions is made up of NSGEU, CUPE, Unifor and NSNU. The Council was decided by law to negotiate 16 collective agreements for the IWK and one for the NSHA. “I think what comes out of it is something that has a number of improvements for workers. But I think it was only inevitable if we merged so many collective agreements. “We had an arbitrator from the Mediator, a third party that the government didn`t want,” MacLean said. “But this person has proven that with a collective agreement, he presents something that both parties can live with. Today, Mediator Arbitrator William Kaplan issued an arbitration award that establishes a collective agreement for more than 6,000 employees of the Nova Scotia Health Authority Health Care Association and the iWK Health Centre. A Mediator arbitrator has forged a new provincial collective agreement for more than 6,000 health care workers in Nova Scotia, following a nearly two-year contractual dispute with the Provincial Health Agency and the IWK Health Centre. After five days of mediation, William Kaplan returned the award on Wednesday and reached an agreement for workers represented by a board of four health unions in Nova Scotia – the Nova Scotia Government – General Employees Union, Nova Scotia Nurses` Union, CUPE and Unifor. All monetary improvements to this new collective agreement take effect today, with the exception of those in which the agreement sets a different date.
For example, some salary increases are retroactive to 2015 and some will only take place in the future. Jason MacLean, the president of the NSGEU, said the process would continue if members had not voted for a strike earlier in the spring. IWK employees, along with doctors and nurses, were preparing an essential service agreement and declared that they would keep 35% of workers in the workplace and voted in May in favour of a strike mandate. All other provisions, including all language changes, will not come into effect until October 8, 2018, unless otherwise deeded. This is necessary to enable both parties to prepare for the necessary changes. During this period, transitional collective agreements, under which members have been active since 2011, will remain in force. In a press release, NSHA and IWK stated that employers believe Kaplan`s decision was a fair and reasonable outcome for workers and employers. The award came after five days of mediation mediation, which took place last week and concludes a process that began in October 2016. MacLean finally said that the trial that took place before Bill 148 was proclaimed was a must. In addition, Mr. Kaplan will issue an additional price on August 15 with the rates of shift and weekend work bonuses. Negotiations on the “health care” tariff unit are thus closed. The Support Services, Professional And Nursing pricing units will now begin negotiations. “I feel good to my members that they have the finality of this… That they were pushed into town by the government,” said MacLean.
